Abstract. This article is devoted to the issuers of changes in the economy and culture of the Kazakhs during the Soviet power on the territory of Kazakhstan and works of scientists and Soviet officials. At that time cattle breeding economy of the Kazakhs was experienced a deep crisis. The reasons for this were: land issue in Kazakhstan, the policy of food requisitioning and its other measures pursued by the Soviet authorities. As a result, herders massively turned to farming, to commercial activities, in parallel with cattle breeding and seeking to resume the nomadic way of life in the shortest time. Transformations lead to innovations in the life of the Kazakhs. The article shows the changes that took place in the 20s of the XX century in the culture of dwelling, clothing, food, in family relationships, education, etc. The Soviet government, pursuing a modernizing policy sought to eliminate, for the time being only by propaganda methods, the former traditional way of life of the nomadic Kazakhs. However, despite the reform efforts of the Soviets, in general, they did not change its fundamental basis.
